Short answer

P0446 is an evaporative emission (EVAP) code. The three GM bulletins that list it do not print its description, but each traces it to the canister’s vent side: the canister vent solenoid, the fresh-air path that feeds it, or the canister filter pipe.

Which bulletin applies depends on the vehicle. On listed Silverado and Sierra trucks that operate in extremely dusty environments, dust intrusion can plug the canister and its vent solenoid; GM’s answer is a filter retrofit the owner pays for (23-NA-073). On the 2007–2010 Escalade, Avalanche, Suburban 1500, Tahoe, Yukon and Yukon XL 1500, water, moisture or corrosion at the canister vent solenoid (CVS) valve can come with a tank that is hard to fill; a revised valve assembly goes in once diagnosis confirms it (09-06-04-028D). On the 2016–2019 Cruze 1.4L LE2, water trapped in the canister filter pipe is the cause, and a newly designed pipe is the repair (17-NA-233).

  • Silverado and Sierra in extremely dusty use: plugged canister and vent solenoid; customer-pay filter retrofit (23-NA-073).
  • 2007–2010 Escalade, Avalanche, Suburban 1500, Tahoe, Yukon, Yukon XL 1500: water or corrosion at the CVS valve; revised valve, 0.8 hr (09-06-04-028D).
  • 2016–2019 Cruze 1.4L LE2: water trapped in the canister filter pipe; new pipe design, 0.6 hr (17-NA-233).
  • Two of the three bulletins list GM warranty labor time; the Silverado and Sierra retrofit is customer pay.

Before you replace parts

Each bulletin ties its fix to specific vehicles and a specific finding, so a P0446 on one GM model is no reason to apply another model’s repair. 09-06-04-028D calls for the revised CVS valve only when GM’s published SI diagnostics have pinned the MIL or the hard-to-fill complaint on the original valve. GM also rules out canister replacement for this concern unless the canister fails its leak test or has ingested excessive amounts of dirt, dust or water. 23-NA-073 is an alteration the owner must authorize and pay for, not a warranty repair.

GM diagnostic paths

  1. Dust plugging the canister and canister vent solenoid

Silverado and Sierra 1500: 2019 new model, 2020–2023, 2022 LTD/Limited (RPO J21) and 2022 New (RPO J22). Silverado and Sierra 2500 HD/3500 HD: 2020–2024. All engines and transmissions.

    How to confirm
The condition belongs to trucks operated in extremely dusty environments. Dust that enters the EVAP system can plug the canister and its vent solenoid, setting P0446 or one of three other EVAP codes: P0442, P0455 or P0449. GM attributes it to normal use in severe dust, and the bulletin includes no test.
    GM correction
GM’s correction is a retrofit that puts a filter in the line from the air inlet to the EVAP canister. The parts are the filter assembly (86792068) and a foam filter (86792069). GM classes the work as a customer-pay alteration and the filter as a maintenance item.

  2. Water, moisture or corrosion at the canister vent solenoid (CVS) valve

2007–2010 Cadillac Escalade models; Chevrolet Avalanche, Suburban 1500 and Tahoe; GMC Yukon models and Yukon XL 1500 models

    How to confirm
GM describes a lit MIL and/or a fuel tank that is hard to fill, with P0446, P0442, P0455 or P0449 stored as current or history codes. Diagnosis may turn up evidence of water at the CVS valve. The valve is replaced only once GM’s published diagnostics identify it as the cause.
    GM correction
The old assembly gives way to a revised, sealed CVS valve assembly, P/N 20995472, together with jumper harness P/N 19257603. The new valve vents through a remote pre-filter that mounts atop the fuel filler housing. GM writes the installation for technicians.

  3. Water trapped in the canister filter pipe (Cruze 1.4L)

    2016–2019 Chevrolet Cruze, 1.4L LE2

    How to confirm
The complaint is a lit MIL, and the technician may find P0446 set. GM gives the cause as water trapped in the evaporative emission canister filter pipe; the bulletin describes no separate test.
    GM correction
The filter pipe is replaced with a newly designed one: P/N 42708103 for 2016–2017, 42703257 for 2018–2019. The parts list adds a canister vent pipe clip stud (11603338) and a canister retaining rivet (11603351). The procedure is technician work.

Three GM bulletins, three vehicle groups

P0446 appears in three GM service bulletins, each written for a different set of vehicles and each with its own cause. Two of them, 23-NA-073 and 09-06-04-028D, also list P0442, P0455 and P0449. 17-NA-233 lists P0446 alone.

Silverado and Sierra: dust and the filter retrofit

23-NA-073 is a June 2023 technical bulletin for Silverado and Sierra trucks, 1500 and heavy duty. Its condition is narrow: customers who operate their trucks in extremely dusty environments may get dust into the EVAP system, enough to plug the canister and the canister vent solenoid.

The retrofit places an in-line filter on the canister vent hose. GM’s service procedure for modifying the hose is written for technicians. Because the work is a customer-pay alteration, the bulletin carries no warranty labor time, and it needs the owner’s authorization.

The filter does not end the matter. GM describes it as a maintenance item to be checked periodically so the code does not return, and says that when a retrofitted truck comes back with the condition, the repair can be the filter.

Hard to fill, P0446 and the CVS valve (2007–2010)

09-06-04-028D, revision D from April 2014, pairs P0446 with a fuel tank that is hard to fill. GM’s explanation centers on the CVS valve, which pulls fresh air into the EVAP system via a vent atop a conduit fastened to the fuel filler pipe.

Three things can go wrong on that path. Dirt and dust can restrict airflow. Water can reach the valve, corrode it and restrict the fresh-air intake when the valve is closed. And water caught by the valve’s cyclonic filter can, once the filter’s capacity is exceeded, get into the canister and restrict refueling.

The revised valve assembly, P/N 20995472, is the replacement GM specifies for all vehicles in the bulletin, the 2008–2009 hybrids included.

Cruze 1.4L: water in the canister filter pipe

17-NA-233 covers the 2016–2019 Chevrolet Cruze with the 1.4L LE2. The complaint is a lit MIL, the code is P0446, and the cause is water trapped in the evaporative emission canister filter pipe.

GM’s correction replaces that pipe with a newly designed one, P/N 42708103 for 2016–2017 and 42703257 for 2018–2019. The labor operation is titled Evaporative Emission Canister Filter Relocation, and the procedure, written for technicians, gives the new pipe an added mounting point on the wheelhouse panel.

The bulletin’s second version, released November 21, 2019, added the 2018–2019 model years.

GM warranty labor time

09-06-04-028D and 17-NA-233 each list one labor operation, both under GM’s Emission coverage, and both mark it as unique to the bulletin. The figures are hours; neither bulletin gives a price. 23-NA-073 lists no labor time because the dust filter is customer pay.

Before booking service

Each of these bulletins states that it is meant for professional technicians, not do-it-yourselfers, and that a described condition may not apply to a given vehicle. Owners are pointed to a GM dealer to ask whether their vehicle may benefit from a bulletin. Details worth bringing: the model year and engine, the stored codes, whether the tank is hard to fill, and whether the truck works in heavy dust.

Questions and answers

How do I fix error code P0446?

GM’s repair depends on the vehicle. On the Silverado and Sierra trucks covered by 23-NA-073, if they operate in extremely dusty environments, GM’s fix is the customer-pay filter retrofit. On the 2007–2010 Escalade, Avalanche, Suburban 1500, Tahoe, Yukon and Yukon XL 1500, 09-06-04-028D replaces the CVS valve with a revised sealed assembly once diagnosis shows the valve is at fault. On the 2016–2019 Cruze 1.4L LE2, 17-NA-233 replaces the canister filter pipe with a newly designed one. All three are technician procedures. For a vehicle none of them lists, a GM dealer can say whether any bulletin applies.

23-NA-073 · 09-06-04-028D · 17-NA-233

What is the most probable cause for a P0446 on a Chevy Silverado?

GM does not rank P0446 causes for the Silverado. Its bulletin 23-NA-073 describes one condition: on trucks operated in extremely dusty environments, dust intrusion can plug the EVAP canister and canister vent solenoid. It covers the Silverado 1500 from the 2019 new model through 2023, including the 2022 LTD and 2022 New, and the Silverado 2500 HD/3500 HD from 2020 to 2024, all engines. A Silverado outside those years, or one not used in heavy dust, is not what that bulletin describes.

23-NA-073

How much does it cost to fix a P0446 code?

None of the three bulletins prices the repair. Two give labor time for vehicles repaired under GM’s Emission coverage: 0.8 hr in 09-06-04-028D for the revised CVS valve assembly and jumper harness (2007–2010 models), and 0.6 hr in 17-NA-233 for the canister filter pipe on the 2016–2019 Cruze 1.4L. The Silverado and Sierra filter retrofit in 23-NA-073 is customer pay and lists no labor time. A shop’s invoice reflects its labor rate and the parts used. Whether coverage applies to a specific vehicle is a question for a GM dealer.

09-06-04-028D · 17-NA-233 · 23-NA-073

Is a P0446 repair covered by GM warranty?

It depends on the vehicle and the bulletin. 09-06-04-028D and 17-NA-233 list labor operations for vehicles repaired under GM’s Emission coverage and send technicians to Investigate Vehicle History (IVH), Applicable Warranties section, to check coverage, so eligibility is decided vehicle by vehicle. 23-NA-073 is different: GM classes it as a customer-pay alteration rather than a warranty repair.

09-06-04-028D · 17-NA-233 · 23-NA-073

Can I drive with a P0446 code?

GM does not answer that in any of the three bulletins. They describe causes and corrections and give no driving, distance or time guidance. Have the vehicle diagnosed by a GM dealer or qualified technician. On the 2007–2010 models in 09-06-04-028D, a tank that is hard to fill is part of the same condition, so mention it.
